This means the circuit is overloaded. So either the circuit is too small or there are too many other appliances using the same circuit. AC units these days usually run on a 120 Volt, 15 amp circuit. (Larger AC units may require 240 Volt, 20 amp circuits.) Ideally, they should have their own circuit. Unplug any other appliances on the same circuit and see if that solves the problem.
